Pilaf is a cooking method which is why it is usually includes in the term "rice pilaf" bc you're cooking the rice using the pilaf method. Same thing with risotto, although I've never heard anyone refer to it as rice risotto. Even though there is risotto rice which is a specific and generally preferred type of rice used for the dish.

As far as the fish thing the I don't think I've ever heard anyone refer to Catfish as catfish fish or sea bass as sea bass fish.

I order chicken scampi when friends drag me to a generic Italian chain that shall remain nameless. I didn't think scampi pertained only to shrimp?

I've never seen Scampi anything other than shrimp or in a few cases other types of similar seafoods such as prawns or possibly even lobster.
