I got comments for both sides of this issue. As far as going to menus on the restaurant's Facebook page I certainly do agree that they are updated much more regularly. However, many restaurants just think snapping a picture of their menu is good enough and quite often these venues are hard to read if they are readable at all. You can easily insert a scanned copy of your webpage as a picture making it much easier to read.
Websites don't have to be hard to update, as long as you specify up front to the person developing it for you that you want to be able to update certain items (menus or special events for instance) through just uploading a text document it can easily be done. I've been associated with several organizations that had websites set up this way. You just have to be specific when you are setting up instead of letting the developer set it up how he wants to. Obviously he's going to set it up so it's very difficult upgrade so he can make more money off of it.
I really don't care which way a restaurant goes as long as they keep it up-to-date, make it easily accessible and very readable for everyone concerned. Also, please only put it in one place unless you're going to keep both places updated!
