Brining Roads

Mid Day today I was out and about and the INDOT trucks were out brining the roads around Greenville, IN. Temps are supposed to be above freezing tonight with 100% chance of rain overnite and during the day on Friday, before switching over to light snow on Friday evening. Won't the rain wash away the brine making this effort a waste of $$? (Perhaps there is some special sticky quality to the brine solution that will withstand 12 hours of rain without diminishing the effectiveness?)
