I'm an occasional listener to his program (as well as other "conservative" radio pundits), because if I'm going to form an opinion, I want it to be based on what I know - not what some third party is telling me I should believe (we already have enough of that going around).
Face it, there are a LOT of people who gravitate to someone who (they feel) articulates their beliefs and opinions, and Limbaugh, et. al., provide that for a segment of our society. We watch the old newsreels from the last century showing Communist and Facist propagandists swaying the masses, and wonder how people could be so guilable; but what Limbaugh, Hannity, Beck - and even some on the Left - do isn't much different....it's just slicker.
I'm reminded of two films made some 20 years apart - "A Face In The Crowd" and "Network" - which deal which how mass media can be twisted to shape public opinion and behavior...watch those films and think about ACTUAL media and media personalities today. See much difference??

And I DO believe HE believes in his own "gift from godliness" and sense of imperialism. Else why would he come down so hard on drug abusers yet stumble around with his own set of utterly lame excuses when HE was found to be an abuser himself?
Naw, he's not so much smart, clever or media savvy as he is an a**hole I think.
