That is correct Justin. Some states have a penny rule. But Kentucky has a "cost" rule. You cannot give away or sell below your wholesale cost.
I've always wondered if there is a sample exception. Does anyone know? Because most places will give you a sample (a taste) of something so you can decide whether to order it or not. Seems like technically it would violate the law...
State liquor laws are incredibly stupid. I'm just glad the ffeds unified the drinking age at least (by withholding highway funds). (I had high school friends who died driving to Wisconsin from Illinois when the ages were 18 and 21 respectively. It was pretty common)
