Creating Buzz... Only In NYC?

I came across this in my readings. Third restaurant for David Chang. http://momofuku.com/ko/default.asp

This place has a NO VIP policy. 12 seats. And, reservations are only done online, beginning at 10 a.m. each morning for that day/evening. And it lasts seconds before all are done for the night. Altho on the web site it does indicate they will take reservations for the week.

Not that Louisville really has any VIP's, but could one of the local chefs or owners create a place like MOMOFUKU KO here in Louisville and make it thrive? I guess what I am trying to figure out is with literally thousands of places to eat in NYC how did he do it? The eight course meal for hundred bucks? Because he's David Chang? Because it is 'kewl' to have had last nights meal there? A combination of all that? More?
