Usually you can just put a "raw" link in and it will go live - I save the url tags for when I want to "embed" a link.

(Also, it looks like the ^ in the original URL was breaking something - with Biz First links, all the numbers including and after the ? are unnecessary to the link - they just trace it back to your E-mail account. Better to cut off the link after "html".)
