After reading this article, I have no hope.

It will be a challenge. However, I feel that it is the right time for the right type of place and restauranteur to make a mark along that burgeoning corridor. There has been a lot of good work done in that surrounding area and many folks (from near and elsewhere) are anxious to support such an endeavor. I'm confident that he will play a role in setting a trend in that area. It is in all of our best interests to celebrate the growth of a new dining scene in town!

From my branding and sales experience, (a) there's a surprising amount of disposable income in the general area, (b) area residents eat significantly more seafood than do residents in more "ritzy" parts of town, and (c) there is no question in my mind but that Darnell has the pulse of his customers.
Plus, if you look at the pricing of the dozen or so Cajun/Vietnamese places in town he's really not out of sight price-wise, especially as the most expensive items on his menu are meant to be shared (one meal includes 4 lobster tails, 2 lbs crab legs, etc.).
My guess is that he'll more than make his expenses from the neighborhood trade, and if he attracts the East Side crowd he's looking for there'll be no need to pass the hat.

I can't see this dish going for less than $25-30.
