seems like a pretty amateurish way to to establish "community relations", as you're trying to get a new business off the ground in a new market?
then again, perhaps they don't care about "community relations". in which case they may find that the "community" haa no interest in "relations" with them...

Not in any way! It's certainly reasonable to offer a bounty to attract cooks. But passing out the fliers in other restaurants? Not so much.
