A chef who's worked around Louisville for decades is starting his own pho restaurant in the Highlands.
Tuan Phan is starting Pho Cafe on Bardstown, a restaurant he plans to open in June. The restaurant will serve pho, a Vietnamese noodle soup dish, as well as other noodle dishes.
