I don't think so. Not in Louisville. The PNC Tower, a 30 STORY building, just sold for 77 million. Do you think the decrepid, crumbling, 6 story 4SL parking garage is worth anywhere close to even half that amount? There is a role for companies like Cordish, and they WERE the pioneers in developing downtown. Now what you have is a whole organic area developing around the arena, butchertown, and also NuLu, if these areas grow out and combine with Old Louisville and the lower Highlands, you have a heck of an urban area for a city with a MSA of 1.3 million.
I agree the city gives way too much to Cordish, but 4SL is so vital to downtown. Imagine what conventioners coming this week think of the city when they see a vacant Borders, two vacant restaurants at 4SL, and multiple vacant buildings up and down Muhammad Ali and Fourth St, in the heart of downtown. Louisville needs 4SL, and what it needs even more, is retail in her downtown. A Target, a TJ Maxx....Anything! If the city determines that Cordish cannot develop the Center City project, it is vital that they find someone who can, using a mix of national and local retailers. It is nice coming back to town and seeing the vitality of downtown has picked up, but it still has so far to go. That said, I agree....how many more upscale restaurants does downtown need before one can find a store to buy a shirt that is not "urban" styled.

I could have sat here for several hours pondering a proper response to the original post and not have come up with a better reply than this. I'll grant you that I've only been here in The Ville for three years but I have yet to hear an argument against Cordish/4SL that would explain the erection this forum has for 4SL. "Byters" may not think much of this venue but I can PROMISE you that it is responsible for a fair share of the "vibrancy" downtown...To the extent that without it tourism and the convention trade would be seriously impacted. I'll bet someone something nice that when all things are taken into consideration that there has been a pretty substantial return on the Cordish investment... I'll even go out on a limb and make an uneducated speculative guess that without 4SL downtown L'ville would be nothing more than a (slightly) warmer version of Omaha.
