They do something similar out here in the sticks. Folks will take a recently emptied barrel and pour a gallon or so of water into the barrel and let it sit in the sun for awhile. I think there is some sort of rolling the barrel around or otherwise agitating it involved in the process. I have tried it on numerous occasions and have not been impressed. It came across as being very high in phenols and somewhat astringent.
The tall one wants white toast, dry, with nothin' on it.
And the short one wants four whole fried chickens, and a Coke.

Kinda interesting that it's (apparently) not being released in KY right away but rather OR/WA/PA/NH/NC and VA.

Here's a review Tom did a while back on prerelease. Sounds fun and I would expect to see this technique picked up by other distillers and used in various blending fashions (as well.)

Per John's comment, I would expect the astringents to come forward, which is why I am suspecting that it could be used to blend whiskeys quite well. The Devil's cut could well prove to be a great mixing spirit (directly with other spirits of smoother character, for balance- think wheated bourbon or restrained scotch.)
