Group lunch options near City Hall, under $15/per person

Hi,

I'm looking for an option for a group of 12 people to eat lunch, in a private room, near city hall, on an upcoming Monday. We have a pretty strict budget and need to stay under $15/person, tip included.

Any thoughts?

How near is near? Saffron's has a lovely private room and they can do it with budget, but it's at 2nd and Market.
