If you want to go cheap, Wendy's has a good chili - I believe they dump in all day-old beef (as they don't freeze beef) and the seasonings aren't bad . . . our "go to" meal when on the highway (and not wanting to stop for more than 5 min or so) was a Wendy's baked potato topped with chili.
Otherwise, to me chili is like bbq, pizza, or several other foods: there's a minimal threshhold, above which it depends on what you grew up with. If you grew up in Cincy, you'll search for chili with cinnamon; if Texas, chili without beans, if New Mexico, redolent with the local red chilis, and so forth. All of the places listed are decent!
