No one forces any business to market with Groupon. They do allow them to set a limit -- I have seen limits set as low as 200. So I would imagine they'd let you set it as low as you want.
I'm not sure why the businesses are claiming to be the victims when Groupon doesn't work for them. If you don't want to offer the promotion, don't. And don't offer something you can't meet...don't sell a $30 gift certificate for $10 for example, unless your profit margin was just that huge to start with.
But any businesses that are crying foul have to stop blaming Groupon for their own poor marketing decision.
Myself and one of my friends have both had the experience of a restaurant acting as if you've handed them a snake when you give them a Restaurant.com certificate -- like you're stealing from them. They choose to participate in Restaurant.com -- if they don't want to take them, they should stop participating.
Moral of the story, don't offer a deal you can't clear at least some sort of profit on, even if EVERYONE redeems the coupon.
ETA: Adrienne and Co in Jeff just offered its second Groupon. The first one was back when Groupon first started in Louisville. So obviously it worked for them. It was a $10 cert for $5.
