In days of old when knight were bold and refridgeration was kinda iffy, I would have agreed with that completely. However, in this day and time, I would have no qualms in ordering seafood on Monday, provided that the establishment is open on Monday, considering some of the better places aren't.
My 2 cents worth.
If life's a Banquet, what's with all the Tofu?

The chefs on the Forum can answer from their own experience this more accurately, but the traditional reasoning for this is that fish on Mondays is "leftover from Fri/Sat dinner planning" and because Fish purveyors don't deliver on Sundays.
But, in this area two things change that : First, there is a decent amount of high quality flash- frozen fish out there - and if it's frozen it doesn't make any difference what day you order it. We always explained in cooking classes that in Louisville, you always want to buy shrimp in the store frozen- there is no such thing as fresh shrimp here so the stuff in the "Seafood case" has been thawed already- much better to do that yourself. And Blue Fin Seafood - where much of the local great fish/seafood in local restaurants comes from- delivers on Mondays too, so it could be really fresh.
You can always ask your server if the fish is fresh or frozen. And if it's a high quality restaurant, I personally would'nt think twice about ordering fish on a Monday if that's what you crave. ((Just make sure to check that the restaurant is open on Mondays)
almost everything is frozen nowdays. wouldn't worry about it.

This is a big point in Anthony Bourdain's book "Kitchen Confidential." I find Bourdain to be entertaining in a smart alec kind of way. I don't know if it's particularly valid advice however. Even Red Lobster has fresh fish delivered on Monday.
Though most seafood companies deliver on Monday it was more likely purchased the weekend before. Most companies, like restaurants start receiving fish on Monday because shipping cost on the weekend is more. This is one of the major reasons, besides labor, places close on Sunday & Monday. 99% of the time we do not receive fish on Moday. This would include banquets and all other parts of the hotel.
