Recipe looks delish Gary!
You can find potato starch at the McMahon Plaza Kroger in the "Kosher" section. I have had the most success getting it around the time of the Passover Holiday! 2008 it was hard to find I agree, but I was able to get it in 2009!.

My potato pancakes have cheese in them, does that make them "not kosher" just asking, because they are the bomb.

It's a good possibility that your cheese is Kosher. If you eat cheese latkes with say.... brisket, or any other delicious meat or poultry , then that is an automatic deal breaker! No shellfish or pork.
I settle in with some nice, creamy sour cream, and applesauce, and it's good to go!
