Interesting observation. My ex-hubby worked in a kitchen, (not in Louisville, but inspections and rules were about the same) and they did just that one day - looked as if they were about to get a B, so someone moved the sanitizer and cleaning bottles...voila' a C. Reinspected in a week - and they got an A.
Frankly, I agree with a number of people who have posted. If you see a "C", or frankly, a B...ask. If you don't like the answer, don't eat there, but know before you make your decision. Patterns are concerning, isolated incidents are less so....
