I actually went to a local lunch place with my family that has a case where you get your own drinks. They don't have a liquor license, but my dad didn't know this when he grabbed a beer from the case and tried to pay for it. The man said, "No, sorry I can't sell that to you! That's mine, actually..."

I don't know for certain, but I think he stopped doing that. Brings up some issues though.
