It's probably more like they're trying to offend as few people as possible so we don't lose readership. What they should've done is select several truly classic bars in Louisville he'd done any in depth review of them including there drink specials and bartenders!
More likely they were trying to include as many as possible to pump up some advertising.
But I thought it was supposed to be the "best." Not the best ones to use to pump up advertising. What is this, a you scratch our backs and we'll scratch your backs agreements? Are print publications actually in it for the money (however much is left to get)?
