Because they don't really want the hassle of takeout and would rather not fool with it? Or they figure a lot of people use Mexican, like Chinese, as a source of takeout, and they'd rather have people eat in? Because they're willing to accommodate regulars who really want a takeout meal, but they don't want to get the downscale image of a takeout place? Because they'd rather see their servers getting the tips?
Frankly, if the charge is nominal, it's hard for me to see anybody getting really worked up over it.
